The existing official estimates on exports
are based on the data collected from the Export Promotion
Council of India and the Ministry of Commerce. The estimates
of exports emanating from the Third Census were found
to be underestimates. Besides, non-reporting and underreporting
by the concerned entrepreneurs, the most important reason
for underestimation was that most of the SSI units do
not export their products themselves. The exports are
done through Export/ Merchant Houses, most of which are
located in the Export Zones like Ports. These activities
were not covered in the Third Census. Hence, the official
estimates in vogue are more reliable. Keeping in view
this limitation, the Third Census data on exports is analysed.

Information on exports during the reference
period 2001-02 was collected in the Third Census. It was
estimated that there were 50,606 exporting units accounting
for exports to the tune of Rs.14,19,956 lakhs. The value
of exports was only 5% of the Gross output. The registered
SSI sector accounted for 87% of the total exports with
only 14.5% of the exporting units.

The States of Madhya Pradesh, Uttar Pradesh,
Jharkhand, Karnataka, West Bengal and Maharashtra together
accounted for 55.41% of the total exporting units in the
country. The State-wise distribution of number of exporting
units in the SSI sector is given in the following table.
